Are the pins on the bottom of your CPU bent or broken? What kind of CPU is it?

he means broken like the pins snapped off. take out the cpu and make sure all the pins are straight and nothing missing.

Normally, having a cold CPU would mean higher clock speeds...

Try getting a new CPU socket or new CPU, that might help.

When you are refering to your cpu, are you talking about your whole tower, or your central processor unit? When you attempt to power on your computer, do any fans start, do any lights flash, or do you get any error beeps? This may sound stupid, but i have seen it before, check your power cable is properly pluged in. Then the next step i would do, is open up the tower and unplug your power connector(s) to your motherboard and reinsert them, then reinsert your ram, and then reinsert your cpu. And the last thing would be to cross your fingers and press the power button. Just my two cents.
