If you have 3.71 M33, you put the themes in X:/PSP/THEME and it'll appear under themes on your PSP on top of the backround color.
You put homebrew in GAME150.

Did you put the homebrew apps in the GAME150 folder?
Wait, are you sure you even habe 3.71 M33?
Please go on your PSP to Settings > System Settings > System Information and tell us what you see in the second line.

Then put homebrew in GAME150:
X:/PSP/GAME150
Themes in THEME:
X:/PSP/THEME
X = your Memory Stick Duo's drive letter.

Do you have a PSP SLIM or FAT?
If you have a PSP SLIM then 1.50 homebrew will not run.
If you have a PSP FAT make sure you have installed the 1.50 ADD ON-2. If you have not installed the 1.50 ADD ON-2 then 1.50 homebrew will not run either.
Go HERE and follow the bottom part of the guide to install 1,50 ADD ON-2 if you haven't installed it yet and have a FAT PSP.
The reason your getting the error that the game could not start is more then likely due to no 1.50 kernel support on your PSP.
After you have installed the 1.50 ADD ON-2 go HERE and folow this guide to install it to your PSP.
