if you want an up-to date computer, you are gonna need more than 200 bucks.

CPU- 100-200$ (any duo will do if ur on a budget)
Case-30-70$ (if u dont want all dat fancy stuff)
Motherboard-70-200$ (for a relatively-decent one)

That's doable.
3500+ single core CPU $52

Gigabyte AM2 Motherboard $47
http://www.newegg.com/Product/Product.aspx?Item=N82E16813128045
Cheap Rosewill case $20

Do you have DDR2 RAM? If not, you will need to get up to date DDR2 memory for these boards. Cheap old technology systems just don't exist, so if your RAM's DDR1, you'll have to spend a bit more than $120. Also, do you have a decent rated power supply unit?

No, because ECS boards are of terrible build quality.

Seriously, why do you think I listed separate components? All those bundles are usually awful. PC Chips, ECS and Jetway are all absolutely dire.

Subtotal:$124.97

Shiping and all the little xtras plus if you dont already have ddr-2 ram and power supply all this factored in will put you over your budget.

Heh, his budget was a max of $120, so even before shipping that's overbudget.

You do realize that motherboard is Open Box and for a reason they suck.
All that stuff will fit correctly but operate flawless umm it's your money.

Firstly, nono on the motherboard. When you can get a half-decent gigabyte one for hardly any more money, why not do it? The one you've chosen is terrible. As for the A-Data RAM, I've not used it, it doesn't scream quality but it will probably suffice.
Besides, the bundle you've chosen uses old DDR memory and a very old CPU technology, so it's worthless on two counts. It's also open box, even worse. It means it's been taken back, usually for not working properly, and "fixed". Usually not very well.
Get this board
http://www.newegg.com/Product/Product.aspx?Item=N82E16813128045
this CPU
http://www.newegg.com/Product/Product.aspx?Item=N82E16819103031
And the case and RAM you chose before. That'll put you marginally over the $120 but will be so worth it.
If you buy cheap nasty tat like that bundle, when it breaks in less than a year's time, will you really have gained anything?

Is it an old Pentium 3 PC? If so you definitely can't use its RAM.

Burning DVDs shouldn't be too much of a problem as long as it's got a decent DVD burner in it. Then again, I've never tried to make DVDs using anything that slow so maybe it does have an impact.
