I want to buy a DVD that I can only find in PAL format. Using Shrink and DVD Decryptor, can I rip and burn this DVD and change the format so it can play in a USA DVD player?

Neither DVD Decrypter nor DVD Shrink will change the video standard to NTSC.
The likes of Nero or ConvertXtoDVD can be used for conversion.Note that the movie menu is ignored and not used.

If you wish, you can use the freeware program VSODivXtoDVD to convert to NTSC (or vice versa).
After ripping and shrinking, load the files (VTS_01_1.VOB VTS_01_2.VOB, etc) one at a time into VSODivX.
Choose 'Aspect' to suit and set 'Standard' to NTSC.
The files will be converted;it will take around the running time of the movie.

Since DVD Decrypter is no longer updated, consider 'DVDFab HD Decrypter' instead.

DVDFab HD Decrypter
Insert disk, run program select 'Main Movie' or 'Full Disk'

Import the file(s) (AVI, WMV,MPEG, VOB)
Output (standard DVD file format) to a folder on the HDD.
Set 'Aspect' to 4:3 (if you have a regular TV)
16:9 if you have a widescreen TV.
Set 'Standard' to NTSC (if you live in North America)
(PAL if your in the UK)
