Is there a way or a program to see how much of the computers GPU is being used while playing video or games?

Nope, all GPUs run at 100% usage all the time in games.
To give you an idea of how your GPU is doing, download Fraps. You don't need to use it's recording feature, just look at the frame rate meter in the corner, that will tell you if your graphics card is struggling or not. Anything above 50fps and you're doing fine.

I use RivaTuner, which has a graph for GPU usage...

What is it actually measuring then? The GPU's cycle time? The GPU's memory usage?

I believe it measures the core's usage. It measures it in percentage, and usually gets to 98% on load. I believe you can download other plugins for rivatuner as well, because I see other people with RivaTuner measuring their card's memory usage, which isn't available in the options on mine.

That's probably only for nvidia cards, since it's nvidia software.

Well when I opened up the program, the GPU usage display was already set in the graphing table with the core temp, GPU clocks, etc. Maybe its only a ATi thing? What card are you running?

Sam, you have to click on the little arrow next to where is says "customize" and chose the graph, I believe it is the 2nd or 3rd item for the left...

pollution, it could be that your card doesnt support it since it is rather old... I dont remember my x1950xt having that graph, so maybe it's only on the 8**** and 38*0/2*00?

Thanks Waymon3X6. I do see the core clock and memory clock now but they are both a constant line even when playing video. Is this how it works?

That's correct. The clocks will only increase when you're playing a game or running a graphics test. The GPU usage is not a graph for me in this option, but I can see diagnostic data, temps, current draw, clock speeds etc.
