No they can't. The stand alone duplicators use a hardware duplicator controller, which control each of the drives using software programmed into the controller.
You would need to use CloneDVD / AnyDVD to create a DVD that your duplicator can duplicate.
Of course this advice should only be used to duplicate DVD's that you own the rights to and not for pirating useage.

The word duplicator, when talking about DVD's, usually connotes piracy, but that isn't always the case.
Although, when you combine duplicator, with the words Clonedvd and Anydvd, I suspect you may be right. :)
