I have a US$500 budget for building a new pc (not including monitor). I will not use it for gaming.
What do you think of the parts? Is everything compatible?

Case: Excellent
SATA cables: fine
Motherboard: A good choice, up to date spec for cheap with onboard graphics
FDD/MCR: Fine
PSU: Not one I'd usually consider but it should be a good unit
CPU: Fine, you could probably save further by going with an E2160
RAM: Fine, it might be cheap stuff, but Transcend are pioneering the new solid state hard drives, their memory tech is actually quite decent
HDD: Fine
Mouse/Keyboard: Fine
DVD Burner: Most people tend to avoid Samsung burners here, I'd recommend a Sony/NEC Optiarc model instead
Wireless adapter: Fine
CPU cooler: Unnecessary and expensive. This is half the price:

and it's a better cooler to boot!
Monitor: fine

I forgot to say that I will be overclocking to about 3GHz, while trying to keep things quiet. That is why I chose that cpu cooler.
What is the best PSU I can get for that same price of about $50?
Please explain why you think that Sony is better than Samsung. I have never built a computer before, so I could use some help.
Keep in mind that I want to keep things quiet inside the computer.

The CNPS9500 is about the noisiest cooler you can buy if you leave the fan at full speed. The freezer 7 Pro isn't quiet either, but since with either cooler you'll have to drop the speed massively to get them quiet, you'll need a heatsink that cools as possible so your CPU won't overheat with a reduced fan speed.
If you really want quiet, get these:

That will cool your CPU far better than either of those two coolers even at full speed, and will be near-silent.

How does this compare to that Thermalright cpu cooler?
Can you explain the difference between Sony and Samsung dvd burners?

The Tuniq Tower offers similar performance to the Ultra 120, but you'll still need to get a fan for it really if you're going to overclock.

Well, one's Samsung and one's Sony! lol.
Sony drives weren't really that great either, but the Sony/NEC Optiarc ones are supposed to be quite good.

A lot of people who review products on newegg are idiots, A LOT. The main reason that Samsung drives aren't as popular at aD is one that I wouldn't even have thought of, it refers to burning DVDs for use with standalone DVD players and such. I recommend the Optiarc drives because a friend of mine on the forums uses them for PCs he builds and has had no issues after using many of them.

I'll be honest, no DVD drive is quiet. The noise the drives make is very subjective, some make more of hiss, others a hum, depending on how they're made. As a rule NEC drives aren't very quiet, but neither are Samsungs. Pioneers are supposed to be better, but it varies from drive to drive.

I took some info from CD Freaks and the 203Nand B by Samsung are in there top 5 and I bought both and I find it had to hear then over the TV when ripping to Media PC if that tells you anything and they are guiter than my Lit-on but either one will work good fro you and Samsung are made by Toshiba or they are in on the works.
