CPU and RAM are ok, motherboard is a bit naff, use this one instead:

If you're doing lots of DVD conversion and video editing though, you might want to consider 2GB of RAM, and a faster CPU like these:

http://www.newegg.com/Product/Product.aspx?Item=N82E16819115029

For what it's worth, you may as well get a decent cooler like this one:
http://www.newegg.com/Product/Product.aspx?Item=N82E16835186134
and then overclock the CPU. It's dead easy on Gigabyte motherboards, and with either the CPU you listed or the E6750, you could achieve a good overclock.

They will, but for performance I recommend going with Windows XP.

If you're going to add a new graphics card, you'll probably need to change the power supply, so this is where it gets difficult, because the means by which you attach one may be specific to the Gateway Power supplies.
