Basically i just need a programme to decode DVD files, avi etc, from the network and encode them to the proper format for burning to DVD-R, is the anything decent out there that would do this??

Dvd Flick and imgburn will do very good at this.
Also ashampoo is giving awy studio burn 6 now that they are out with version 7. It will do a lot, and you can get it at download.com, .DVD Flick and imgburn you can get right here, and good guides on how to use them to convert divx-avi files. (All Free)
