Is there a way to access my External Hardrive From 2 different computers at the same time?

Yes, but it's not quite that simple!
As mentioned, you need to connect two PCs to a network, either by using a crossover cable between the network ports of the PCs, or if you have a router, plug them both into it (wired or wirelessly, it works either way). Then Go to the PC that the external hard disk is plugged into (I presume it's USB or Firewire) then right click on its drive letter in My Computer. Go to Sharing and Security, then share it under a certain name. You can then access it from the other PC by going \\computername\sharename in a windows explorer or Run box.
computername is the network name of your PC (Right click My computer, go properties and then go computer name to see it, it's under "Full computer name")
sharename is whatever you decide to call the network share of your external drive.
