CPU: Intel P4 3.0G 630 2M (i think it is hyper thread)
GRAPHICS CARD: Powercolor Radeon X700 256M DDR2
RAM: 512MB x 2 = 1 gig
power supply: 550W
motherboard: ASUS P5LD2-VM
OS: Windows Vista Ultimate 32-bit

I upgraded my comp from XP to vista about 9 months ago. I formatted my comp, installed all the drivers, and vista ran just fine. About 2 months ago my system started running noticeably slower. Games that didn't lag before now lags. So 2 days ago, i decided to format it and hoping that would solve some problems. I installed the drivers and etc. I decided to test if the problem was solved. I tested by installing games that i ran without much lag before. I ran fable:the lost chapters/Quake 4 and my comp still lags. Normal application/aero effects works fine. I could not identify the problem. My comp doesn't seem to be overheating. Any advice would be appreciated. Thanks!

PS. I don't know if this is of any relevance, but that Windows Experience Index vista has, for some reason both of my CPU's and RAM's rating went really low. It's 2.2 and 2.6 respectively. From what I remember, my old index was 3.7 which is lowest rating that belonged to my graphics card. Now it's 2.2 which belonged to my CPU.

What temperature is your CPU running at when under load?
Use Orthos and Speedfan to test this.
To be honest, I'd be surprised of a P4 630 scored more than 3.7 on the vista score index, it's a slow CPU by modern standards.

AUX: 51C

how does that index rating work? Is it comparing to the latest technology?

80C is practically on fire. You need to sort out your CPU heatsink - when Intel CPUs go over 65C they underclock themselves to stop them from melting. That's why your CPU score is so low, and performance so bad.

Sorry, what do you mean by sort out my heat sink? like airflow and cleaning the dust accumulations?

well, i assumed you meant cleaning out the heat sink and i did just that. The temp is down to around 57 and i'll run some games and see if it is fixed. Thanks a lot for your advice.
