when i use my internet it works fine but when i start utorrent it slows my connection which i no is usual but when i stop the download and then use my internet its still slow and it only starts to go faster when i restart my pc.

Try limiting Global maximum number of connections at Options>Preferences>Bittorrent to 200.

Also, your browsing should not be slowed by uTorrent if your Maximum upload rate at Options>Preferences>Connection is capped to 80% of your connection's overall upload rate.
