I'd suggest getting the Q6600 over the Q9300 as quads go (more bang for the buck), and depending on if you'd be doing more encoding than gaming in regards to the E8400. I'd also suggest aftermarket cooling (Zalman 9700, Freezer 7 pro, or the Ultra 120), and a "beefier" power supply (Corsair and OCZ are the current faves here)...
EDIT: Specs for my two desktop bilds are in my sig. I don't do any gaming, so, I have "middle of the road" GPUs. I also picked my components based on the input of more experienced members right here on AD.

My two cents. Basically what everyone else is saying.
Get a Q6600, it's better than a Q9300(faster clock speed, and MORE cache)
If you're looking for a good PSU on a budget go with a Corsair 550VX. Krj linked to it, but it's cheaper here.

Also I'm not a big fan of the 8600GT, get a 8800GS instead.

The 8800GS is certainly better, and of late it might even be cheaper.
