It doesn't appear that Peer Guardian support Vista. Are there any suitable alternatives

The official release for peer guardian for windows vista has not been completed yet. Although there is a beta RC1 version for vista, it may have a few bugs though but its better than nothing.

For torrents, depending on your client, there may be. Never used these but Azureus does have Safepeer and this: http://forum.vuze.com/message.jspa?messageID=162878 utorrent this: http://www.teckh.com/?p=87

Try setting down the number of connections in options>preferences>connection or bittorrent (Global connections and connected peers). Lower your upload and download setting's too. Is your upload set correctly, set it at options>speed guide>connection type after a speedtest and not to 0 (unlimited) at options>preferences>connection.

Set your connected peers to 50 and take this speedtest and report back the results: http://www.speedtest.net/ That test shows in kb, utorrent reports in kB and there's a huge difference so make sure the test results you post stay kb.

This has nothing to do with your ISP. At options>preferences>connection, set your download to 200 kB and your upload to 27. Or at options>speed guide>connection type, you could select the number closest to 274 and utorrent will automatically set your upload from kb to kB for you. Just remember 1 kB = 8 kb, your download is actually around 214 kB and you want 80% of your upload in kB. DSL is pretty stable but Cable speed fluctuates quite a bit so test it at various times and days to get a good average. Why are you contacting your ISP and never tell them you're using torrents, that is enough to get you cancelled and they're more than likely monitoring you now. Is it only utorrent that kills your internet connection, maybe you need a different client, utorrent shouldn't cause that. Use Protocol Encryption too: http://forums.afterdawn.com/thread_view.cfm/395674 Edit: raise your upload slots to 3-4 or your download speed could be affected.

I told my isp that my router was unsecured and i just did it after they cut off my internet for the second time. the reason I'm going through this is because my ISP has turned off my connection twice. I had to call the security department each time to get it turned back on. they told me that a company informed them I downloaded something i shouldn't have.

I'm getting fed up of linking people to this report.

http://dmca.cs.washington.edu/

We should have a stickied topic about this "punishment by unproven accusation" Read the link.. download the pdf and have a think about the information contained.. Send the information to your isp and ask them if they do any sanity checking.

My isp will have to send me a physical letter.. They have no email for me.. I don't know if I have an isp provided email account because I never got the documentation.. and sending notices electronically isn't valid in law anyways.

FYI.. the latest azureus doesn't use the safepeer plugin. It has been built in to the main application.. These ip filters are only 70% secure anyway. Better to use private trackers and avoid the latest releases.

I see, that is something different and is ISP related. Setting down your upload won't help, incoming torrent packet's will still be recognized as such, even legal ones. I think I'd be looking into a new ISP if you want to continue and maybe checking out Newsgroups too. Not exactly free but no uploading and you should get your advertised download speed.

so since you are saying ipfilters are only 70% safe does the rapidshare site and other sites like that stop people from trying to watch your downloads?

Not much help from me on this as I know nothing of Rapidshare but I would imagine it's monitored for copyrighted material as well by the MPAA/RIAA although I'm not sure your ISP could tell what you're downloading, just from where. I don't know how much not uploading affect's thing's, probably not at all. I'm not sure I would even trust a private network of friend's like on Gigatribe or something although it is encrypted and supposedly secure and probably ok. Like I said though, I'm only guessing on this so I'd wait for a proper answer.
