trying to cheat the system huh? If your on a private tracker I wouldnt try it as they will boot you for ratio cheating. I moved to usenet do to my sucky upload speeds. I get a full 8mb down, maybe you should look into that.
Umm no, if your ISP provides usenet access for free, all you need is a usenet client and there's plenty of free ones out there. as for downloading from usenet, there's a ton of free usenet search engines out there too as well as free nzb sites too.
Anywho, yea I wouldnt suggest trying to cheat on a private tracker. you might get away with it for awhile but you WILL get busted sooner or later but you will get caught. Which results in being banned from that tracker and depending on the site/trackers policy, your IP/username mite end up being put on a banlist from almost all the major torrent sites.
I really don't see why you would have this problem unless you do not care to keep a good ratio. If you use a private tracker don't remove any seeds until your ratio is healthy. It is that simple. Sometimes you need 30-50 seeds before you are certain to max out your uploads. With the large number of seeds someone always is nibbling at something. There is a reason why they are backhanding you. Are you against giving back what you take?
It may not be your ISP. The other members may have large amount of active jobs. This means the upload & download is spread out over many jobs and that each job is only a trickle.
