How do I convert to .AAC with ADIF Header?

This is going to sound a bit out of the ordinary, but does anyone know of any software that converts any audio format to an .AAC with an ADIF header. It doesn't matter what the source format has to be, I'll convert the files to the required format if needed. I've only been able to find software that encodes to the RAW or ADTS headers.

I appreciate any help.
