Still a LowID thread :(!!!!

Well right now im using my school connection wich im assuming is a T1, and i have Sygate Personal Firewall, and of course i allowed emule to run, also i disabled the winXP firewall; and i still get lowID, my downloads are very slow, eventhou i once downloaded at 56 KB, but ever since that (wich was about 7 days) i've been getting lowIDs. Funny thing thou is that i can upload at 20 KB but only download at 9 KB tops!!!, i've tried to connect to diferent servers but nothing but lowIDs also.

Don't now what else to do, im fearing that the network admins must have closed the ports, but i've even tried to change the emule port to port 80, and again nothing, any help will be greatly appreciated, thanks
