Bitlord cannot connect to MySQL server...

This is my first time using a forum. Anyhow, my problem is:

I was using bitlord and decided to try kazza. Kazza didn't work out.
I cannot use bitlord now.

I get the error:

Warning: mysql_pconnect() [function.mysql-pconnect]: Too many connections in /home/torrentman/domains/torrentman.com/public_html/inc/mysql.inc.php on line 14
Cannot connect to MySQL server...

Can you tell me how to fix this problem?

That's a problem at the tracker end, not yours.
