HELP: EMULE IS TOO SLOW!

I am really tired of emule. I constantly change my preferences and this damn program still takes for ever to download files if it starts. It takes forever for a file to start, most of the time it takes more than 1-2 hours to even start a file. Sometimes it won't even start the file. Another problem is the download speed. I have had emule for atleast 2 months and I never saw a download speed near 20 kbs. I have a cable connection provided by Time Warner Cable, I am using version 0.30e, AOL 9.0 is my ISP, I am running XP Pro, and my connection preferences of emule are as follows:

Download-1865
Upload-199
Limits:
Download-1865
Upload-10
ClientPort:
TCP-4662
UDP-4672
Max Sources Per File:
Hard Limit-5000
Connection Limits:
Max. Connections-650

Uploads work fine but my downloads are retarted, can any please help me?????
