i got the 4.01 M33 update on my psp but when ever i try to instal it it says game could not be started

You can't run that on OFW.

press select or go into recovery mode (holding R when booting up psp)
and change UMD ISO MODE to Sony NP9660

That only applies to ISOs and CSOs. Not updates, homebrew or games placed in the PSP/GAME folder.

you can update via network update.
it will connect to M33 and update the CFW.
