Irritation with XboxHDM

Ok, to make a long story short, I had to reformat my HDD, and I hotswapped to do it. Each time I use XboxHDM, when I finish and plug in my xbox, it goes into a retail state, not a modded dashboard. I tried to follow one walkthrough's advice, and delete everything but my TDATA and UDATA, and restore my backed-up xbox software, but when I tried to re-install the softmod, I threw in Splinter Cell, activated the gamesave, and it started up EvolutionX. But afterwards, it would reboot to the original dashboard. I tried to delete the gamesaves, but when I delete one, "Linux Installer", and then try to activate the Splinter Cell exploit, I get an Error 21. What is my best course of action? I would like the final result to be me keeping all of my gamesaves, and being able to start UnleashX when I power on my Xbox.
