The Samsung spinpoints have a good reputation. If I were to buy a 500GB HDD that would be it.

IMO the case is a very personal choice, as you are the one going to be looking at it everyday, choose which ever one you think is best, one that you could live with.
also IMO, a quad, wont be used in games for a good 2 years, there arnt any int he pipeline to ultilse a quad if i can remember. i would get an E8500 or an E8400 and overclock it to 4GHz.

I do, but you will lose a LOT of performance by downgrading to it. You should really try and keep the HD4850 if you can.

The 9600GT is going to be approx 60% as fast as a HD4850. So you decide what's best.

That's about right - the 4850 is at least 60% faster than the 9600GT, so it's a significant cutback choosing the 9600. I also dislike EVGA, and prefer BFG and XFX's cards. Rest of the components are fine though.

Ok so im not gonna go with that but do you have any suggestions on any card around $100 bucks and since im not gonna be doing any gaming i dont need anything crazy super fast lol

Indeed do, they rock. They're now sadly withdrawn from the UK market, so act quick, they may not be around on the US side much longer!
