Is it possible to Rip the menus from a DVD, brake them into the individual elements and rebuild them in Sceanarist ?

I would imagine that Scenarist could do that with non-encrypted DVDs and ripped DVD files.
It is hard to say for sure becuase I've never used Scenarist, a little out of my price range. You may find that very few users here have any experience with such a nice but very expensive program.

Good luck,

Hi guys,

Scenarist sure takes you very deep into the DVD land, so the answer to your question CobaltBlu is simply yes, but it's gonna need a lot of reading and studying...

Here's an awesome guide to start with

http://dvdguides.trilight.net/

Click on "Das Uberguide"

And if you're seriously working with scenarist, you should head to the http://forum.doom9.org forum, there you'll find tons of threads about scenarist and the "Big3"
Here's another maybe a little bit more simpler guide for scenarist
http://www.doom9.org/index.html?/mpg/ra-guide.htm

scubadude,
try IFOEdit, it's hard to learn but it's free.

well I hope this helps, see ya guys!
