Sony CD-Rom Will not read disk.

Okay so here is the whole story (Do not worry though is not long.)
So I recently wanted to install Linux on my computer for various reasons but also wanted to keep my Windows Vista Ultimate 32 Bit OS. So I used a third party software "Paragon Partition Manager" to devide my partition into two. One for Linux and one for Vista.
I decided not to do it last minute because I noticed I only had about 20 GIG left of space because of all the games I downloaded. (Game Addict, I admitted.)
So i aborted the process and then my computer broke down on me. Later I had to run System Recovery in Safe Mode to bring my computer back to life.
It worked.
The only problem is when I tried to watch a DVD in my Laptop it did not read it. I tried Using System Recovey but it happened too long ago and my system just did not have a recovery date before the incident.
Now for some reason everytime I try to read a disk into my computer it makes an awkward noise and it says that nothing is in it.
Now I need help on getting my CD-Rom working again if you guys can thanks.
Specs

CD-Rom: Sony DVD RW DW-G521A ATA Device
I have the latest driver and everything, I edited the registry and deleted the UPPERFILTER and everything. Is not the driver.
PC: HP Pavilion DV2000 CTO Notebook
Windows Vista Ultimate SP1 32 Bit
Genuine Intel (R) CPU T1350 @ 1.86GHz 1.87GHz
1 GB Ram

PS:
Also, for some reason my program TuneUp Utilities 2008 stopped working as well, it kept saying something about the Dynamic Link library was not found, just incase that has anything to do with it, also it wont let me uninstall it says:
Error 1722. There is a problem with this Windoes Installer Package. A program run as part of the setup did not finish as expected. Contact your support. . .
