Torrent downloads incredibly slow -- suspect router

Hi. I've been looking through this forum all day (including threads like My Bitlord is Slow, GUIDE: Max Out Download Speed Using uTorrent, and many others] and honestly, I'm frustrated and tempted to just give up! I can't seem to get my speed above 20kb/s. The speed goes up to 20kb/s and then slowly goes down to about 2kb/s and then goes back up again.

Before I start explaining my problem in full detail, here are some specs about my computer/router:
Dell Inspiron 1501
Windows XP SP3
Dell Wireless 1390 WLAN Mini-Card
Broadcom 440x 10/100 Integrated Controller
Netgear 108 Mbps Wireless Firewall Router WGT624 v3
Speeds: (according to Speakeasy -- Speed Test) 4724kbps // 480kbps (screenshot)
I'm not entirely sure of what my internet provider describes my internet speed as, but I'm on Charter Cable internet (charter.com)

Alright, so. I tried the other links listed and using GUIDE: Max Out Download Speed Using uTorrent with Utorrent and my speeds were the same. I even followed Tutorial to Maximizing BitTorrent Speed with uTorrent with no luck. I tried #6.1: Home Router because I suspected this to be the main flaw with my attempt of torrenting and I came across a problem: the port number I used for the "uTorrent Alternate Port Checker" had an error ("Port blahblah does not appear to be open"). I noticed that the IP address above that does not match my router address. What's with this?

I've always had an issue with my router and my computer being completely different (we have 1 desktop [my dad's computer] hooked in directly and 2 laptops [mine and mom's] and 1 desktop hooked wirelessly). I've tried to network my computer to my dad's computer in order to share files with him, but I've always had the problem that our IPs are the same. All the IPs on our wireless network seem to be the same. I don't really get it, I can print wirelessly, but i can't access my dad's computer and I can't get my torrent programs to work correctly.

Any help would be awesome! :] And if you've read any of this, you are amazing and deserve a cookie!

Ok, first you need to port forward your router and, sometimes, modem and probably set a static address: http://www.portforward.com/english/route...routerindex.htm and http://www.portforward.com/networking/staticip.htm At Port forward, find your router, click on it, next window, find your client, click on it and follow the instructions. Any firewall you use has to grant access to your client and for the static address, post back if your DNS Server and Default Gateway are the same, you can't use them together. utorrent need's one port over 10,000 that isn't the default and uncheck randomize port and UPnP at options>preferences>connection assuming that is your client. Use Protocol Encryption: http://forums.afterdawn.com/thread_view.cfm/395674 And check for this ISP on this list: http://www.azureuswiki.com/index.php/Bad_ISPs You can choose the number closest to 480 kb at options>speed guide>connection type.

Apparently I wasn't clear in my post, I've done all that and when I test ANY port it comes up with my ip address instead of my router ip address (two different ip addresses).

Here is what I've done:
o Found my router here: http://www.portforward.com/english/route...routerindex.htm
o Followed complete instructions (including making a static ip address)
o AVG's Internet Security firewall detected both BitLord and uTorrent when they started and I clicked 'allow' for both of them (is there another manual way to see if either are on a blocked list?)
o Window's firewall is disabled
o Changed max download and upload speeds as well as the speed guide

Also, my DNS Server and Default Gateway are the same numbers.

My router ip is different from my actual internet ip.

I am going to attempt to reinstall uTorrent and try again. I'm using BitLord currently downloading a 1.6GB file, 7kb/s download, seed to peer 2/6 (I know this is a horrible rate, but I really need this file).

EDIT Okay, I've completely tried again and I think that it was just my seed/peer ratio that was so horrible. I am, however, interested to know why my DNS Server and Default Gateway can't be the same and how I can change it. Thank you so much for the help even though it was pretty much a minor thing!

You can't have a static address if your DNS Server and Default Gateway are the same, you'd have no internet access if you used them. You can use these at Open DNS, here's an old thread, they're in second post: http://www.wilderssecurity.com/showthread.php?t=150520 Totally safe to use. Not much into it but different IP addresses are internal/external. Command Prompt shows the one to use. Every site I use shows the wrong address for me. You don't have to disable the Window's firewall if you don't want to, just make utorrent an exception at start>control panel>firewall>exceptions.

Okay, so you're saying that even though I just set up a static IP with my gate and dns the same that I'm not accessing the internet now? This static IP is the only connection in my network connections.

And when you say 'second post' do you mean https://www.opendns.com or the second page of that thread? And if you mean opendns.com, which to do I configure, my router or my laptop?

No, I'm obviously not saying that but never heard of internet access after using them. These are the DNS you can use, I meant second post at Wilder's in that link I gave: 208.67.222.222 and
208.67.220.220, they are used in Network Connections instead of those you used. There may a couple of entries in Network Connections but only one connects to the internet. The ip address you set static is the one you use in your port forwarding and is the one you should see at ipconfig/all in Command Prompt.

check if your isp is blocks torrent traffic: http://www.azureuswiki.com/index.php/Bad_ISPs

otherwise, see if you can use encryption for your traffic. Azureus has a build in encryption algorithm.

My torrents are running better now. I just reinstalled Utorrent, redid Tutorial to Maximizing BitTorrent Speed with uTorrent. When I say I did that tutorial, I mean that I did practically every step (including setting up my port with my router, making a static ip, changing my port to something over 10000, etc)

My ISP has no issues with torrents, I checked the bad isp list.

I believe that my real issue was the fact that I had a bad ratio of seeder:leecher (ratio was like 2:3 and I think those people had horrible connections/isps) because I downloaded a 4.7gb file in under four hours.

I had a reply typed out before, but I guess I forgot to hit 'post reply.'

Since I've pretty much solved this issue, I will not be replying to anymore replies on this thread. I would like to say thank you to anyone who tried to help.
