Check this list of ISP's that throttle or post it, maybe someone know's: http://www.azureuswiki.com/index.php/Bad_ISPs Disable UPnP at options>preferences>connection and set a port there over 10,000. Also use Protocol Encryption: http://forums.afterdawn.com/thread_view.cfm/395674 This jpg may be of some use too: http://www.plucky.org/component/option,c...le,torrent.jpg/ Are you using a router or any firewall including Windows that needs utorrent set as an exception? Some modem's have firewalls too, do you know, PortForward has a list of router's and moodem's. Not connected to the light issue but have you set you upload speed in utorrent correctly?

Thanks for post,
so i tried to enable Outgoing protocol encryption, allow incoming legacy connections, i also tried disabling firewall for a while, my port is 40923. ALL OF THIS DOESNT increase my speed... still only about 10kb/s. What about ISP...i really dont know what exactly is it, but when i lived in other city, i has diferent internet provider then now, and i has slow speed as now.
I have unlimited down speed in uTorrent and upload set to 35kb/s max, cause i have slow up speed, and also it is uploading only about 20kb/s...
so i dont know wheres the problem...
PS I have cable modem and router connected to, and im connecting to it via wifi.

Your ISP is just your Internet Service Provider, some block or throttle bittorrent. If you have a router, you need to forward your port in for optimal speed and maybe a static ip address for it as well. Go here, find your router and click on iy, in the next window, click on utorrent and follow the directions: http://www.portforward.com/english/route...routerindex.htm If you need a static address, here is a guide: http://www.portforward.com/networking/staticip.htm but keep on eye on your Default Gateway and DNS Server being the same, can't use them together, post back if they are.

Use the two DNS Server's in this thread, second post down: http://www.wilderssecurity.com/showthread.php?t=150520 or yours will be in your router status page.

One is fine but where do you see the DNS Server matching the Default Gateway, isn't that in ipconfig/all in cmd and you're only making a note of the info there, not changing anything. Network connections in the Control Panel is where you set thing's. DO NOT CHANGE ANYTHING AT ipconfig/all.

I don't know what you've done, set a static address or just noted the info, familiarized yourself with those guide's, forwarded your router, checked that list of bad ISP's. I'm assuming you're still at a static ip. At ipconfig/all, make a note of ypur ip address, Subnet Mask and Default Gateway. Close cmd and also write down those two DNS Server's from OpenDNS in that link. Now go to start>control panel>network connections and you'll see some connections, if more than one, only one is your internet connection and you have to find which one. Right click on each one at a time, disable it and try accessing the internet. When you can't, you've found the one you want (don't forget to enable again). Right click it again and select properties>general>internet protocol>properties, uncheck obtain address automatically and check use this address and enter the info you got earlier. That's your static address set, just ok out and check at ipconfig/all that the address is correct. I don't mind helping but those guides explain the same thing better than I can. Go over them until you understand them and ask about anything you don't and don't change anything unless you're sure what it does. When you do forward your router uncheck randomize port ar options>preferences>connection in utorrent and make sure it's the port you forwarded to in your router.

I've done it all yet except port forwarding... I exactly dont understand how to forward it properly - I must go to router settings page (my ip to address bar in internet browser), and here i set it? Or is it somewhere given already? Can i trust to the "test if port is forwarded properly" button in uTorrent?

What make and version of router do you have and what port do you plan to use, utorrent only need's one. Just find your router at Portforward, click on it, find utorrent, click on it and follow the directions. You'll get your router address to use in the address bar of IE (important, it may not work in other browser's) which will bring up a box asking for it's username and password which Portforward supplies and then you navigate through your router following the pictures and instructions. I think you can trust the port check in utorrent although it did show my port as closed when I knew it wasn't the first few days I used it. There are other site's you can check it if you wish, Shield's Up probably does as well as other's.

You may have been attacked!!

Sandvines can 'poison' hardware somehow.

Try re-booting your computer and while that is going on unplug modems and routers. Them plug them back in. See if that helps. Some attacks can switch your modem to standby but then you get nothing. However, the lights if you have them, will not show that state until it has been re-booted. Then you will see the modem is set to stand by. At that point the switch works.
