Backup DVD mutes sound on PC skips on player

Two problems: When burned disks are played on my PC the video works but the sound does not and it weirdly mutes all sound. The mute button on my PC is not showing activated. When I take the same disk to my dvd player it plays the sound but the picture is black and white and rolling choppy. (If I blink my eyes at a certain rate I can make the picture "stay still.")

I'm trying to back up my set of the BBC show "Keeping Up Appearances." The originals are region one. I used DVD Decrypter to rip the shows onto my hard drive. I can play the ripped versions perfectly without any problems, from my drive. I used DVD Shrink to reauthor to fit the backup versions to a 4.7 GB disk. I'm using Sony Accucore DVD+R brand. I first reauthored as an ISO file and burned, using ImgBurn, to disk. I first encountered this problem with that disk. I tried reauthoring as VIDEO_TS and AUDIO_TS files. Again it worked and the reauthored versions played on my PC just fine. I then used ImgBurn to create a disk using those TS file and I had the same problem as the first time. I've tried slowing down the write speed to 4x and still get the same problem. Can anyone please help?

Note: I just tried the original DVD's and it does the same thing to the PC - mutes all sound. That's when using Windows Media Center. If I use Interactual it works with sound and video - same with the backup disks. I have updated AC3 and KLM Codecs. Still has the same problem.

Your question led me to think about the possibility that they are PAL and they were. I converted them to NTSC using the information in this discussion thread
