movie back up saved on hard drive

when backing up movies, can you use win.rar to shrink the file size for storage on a hard drive instead of burning a copy. without loosing quality when converting back, or is there a better way.

No, all you'll be doing is waste time. Mpeg2, Avi...are already compressed. The only way to reduce size of the video is converting it and reduce the data contained, throw away information=reduce quality.

But it should be stated that the newer codecs, x264/H264, can do a wonderful job of maintaining quality while shrinking file size. But they should be considered an end product, not a storage medium for re-conversion to DVD.
