PAL25 to NTSC29.97

There's tons of info for doing PAL-->NTSC video-wise and even PAL25->NTSC23.976 audio conversions but is there some technique by which i can take a ~3hr AC3 PAL25 file to NTSC29.97 for DVD encoding -- preferably without ramping the pitch to kingdom come?

Or would it be easier to make a PAL DVD and attempt to convert the entire DVD to NTSC? (as opposed to the AVI+AC3 ive got now).
