Slow play w/Colin McRae Rally 2005 PAL on PS2

Would anyone be able to explain why my Colin McRae Rally 2005 plays so slow on my PS2? Here is the setup:

- Slim PS2 v12 or newer
- Infinity Matrix Green Dot modchip
- Sony WEGA 32" tv
- Original game (not a backup)

I set the modchip to PAL and when playing the game, the screen slows way down and sometimes stutters.

Why is it doing this?

The Laser-It either needs to be reseated or replaced.

I have to disagree with that. All other games play just fine. It's just this import game that plays slow. I know it's because PAL games play on 50hz televisions and NTSC play on 60hz. I just don't know how to fix it.
