Are you using 'printable' media - regular disks will never dry.

If the discs are printable, then they are probably thermal printable discs mistakenly marked as ink-jet printable (or "printable" with a hard-to-see "thermal" indication somewhere). Ink-jet printable coatings are water absorbant; thermal printable coatings are not. Ink-jet printing on a thermal surface will not adhere to the disc. I suspect that is the problem.

If they are Philips and Memorex printable discs, they probably came from CMC Magnetics. CMC used to make decent printable surfaces (except for a batch in 2003 using a particular ink that caused radial tilt when it cured), and they may have changed suppliers again. However, if the discs are the same printable coatings as before, touching them with a damp or oily finger will always remove some ink from the surface.

There are at least two ink-jet printable surfaces that are relatively immune to wet fingers: Taiyo Yuden's water-resistant WaterShield discs and Imation's water-proof AquaGuard discs. TY's surface is glossy and is coated on the discs. Imation's has a matte finish and is applied to the disc almost as a polyester label. The chemistry between them is quite different and both are expensive; but if your hands are often moist, both will resist smearing or removing ink from the discs' surfaces.
