you cant convert the DVD from PAL to NTSC itself, impossible to convert the phsyical DVD itself, you have to rip the movie the .VOB files and convert those to mpegs I believe and run them thru TMPGEnc using the PAL to NTSC conversion option

No I said you cant convert the DVD itself the actual physical disc cant be converted from PAL to NTSC, you can convert the DVD after you rip the DVD. TMPGEnc can do it, slowly but it will do it (at least it supposed to)

you have to rip the dvd first before converting to NTSC or NTSC to PAL

Nope TMPGEnc never ever claimed to beable to convert Pal/NTSC formats, It can Sort of Do it but you will allways get Jumpy Playback because TMPGEnc uses Frame Duplication and Decimation to convert Framerates which is not the Proper way to convert frame rates ,The proper way iether uses Frame/Field Interpolation of it simple Speeds up or slows down the Frame rate...PAL DVD"s are Created by speeding up 23.976fps-NTSC Film to 25fps....So in turn The Best way to convert Film Shot NTSC DVD"s to PAL is to First remove the 3:2 Pulldown Flags and then speed up the Video and audio to 25fps, This will mean you will need to re-encode the Video and audio streams and the Speed up can be done useing AVISynth, But this is a Lot more advanced than most poeple at least arround here are can easilly do.....good Luck

Well the Main program I use that does the Actual Converting of frame rates is extremely complicated to use because it does not really a Program at all, It is a Type of Code you have to write on Notepad Called "Script", and all of the Functions that it does are Implemented useing this Code so I do not believe that you will be able to do it ,well not untill you learn how to use it which in my case took a few months...
Well the Programs that I use are :
#1)Smartripper (To Rip the DVD)
#2) DVD2AVI (To decode the AC3 audio and to make a D2V Frameserver file)
#3) AVISynth (You install the AVISynth.dll File and any filters you will need like the Mpeg2dec.dll and other filters, It is freeware)
#4) CinemaCraft Encoder SP 2.67 (This is the encoder I use, it is the fastest and Highest quality mpeg2 encoder available but it also costs $2000)
#5) Goldwave (You use this to speed up the audio so that it is at the same speed as the Video)
#6)Vegas Video4/DVD Architect (you would only use this if you wanted to use Dolby Digital AC3 audio in your PAL DVD, this costs about $700)
#7) DVD-Lab (This is the DVD authoring Program I use)

As you can see this is going to be very complicated and very expensive if you were to buy the software, If you go over to "http://www.avisynth.org" and read up on AVISynth and can grasp the consept of how it works and are willing to go through a somewhat tedius process and are willing to learn and have you have access to this software then let me know and I will try to explain it to you, But I warn you this is usually too advanced for most poeple to grasp and may take a Lot of Trial and error...well let me know...Cheers
