How does one take a video and cut commercials/unwanted scenes, besides using the hour:minute:second format?

ALso, I notice that the output video side-by-side with the input video is lighter than the original. You'd think brighter is better, kinda, but not really- it's annoying to see a scene where you'd think it's bright enough to see detail, but it's just a gray void. I searched the wme help and found nothing on brightness settings, except for when you're capturing video from the hardware.
