Can Macroblocking Be Eliminated?

I'm trying to convert some mjpeg video shot on my digital camera to DIVX using Dr DIVX and TMPGEnc and even at 3 passes and high bitrates of 4 kb/s can't get rid of the macroblocking. I know I can add deblocking to the encode process... and I could run deblocking in post-processing, but I'm just wondering whether this is inherent in the codec and can NEVER be eliminated? (also get this using H264 in TMPGEnc and Nero AVC though it seems to be minimized most at 8 kb/s)

Maybe it's a problem with the source files. Going through these mjpeg files frame by frame, they can be blocky too.

On a humerous note I tried to convert to QuickTime using TMPGEnc and was quite pleased that the result looked closest to the original. Then I looked at the final file size. It was 5x larger than the original LOL

One last note... and straying from H263. I'd also started experimenting with H294 AVC using Nero and TMPGEnc and no matter what the bitrate I used (multipass) I could not get rid of some artifacts... especially banding in areas of solid colors where there's a gradual dropoff of light. But I started using the free Handbrake http://handbrake.fr/ with the x264 AVC codec, judged to be just about as good as MainConcept AVC codec costing between $600-$1900. Now THIS codec was able to smooth out those problem areas.
