If the file was an mp3 un-protected, Audacity would have no problem importing it. Your file, however, is an WMA, Audacity cannot decode it with the default settings.
You need the proper codec, download ffmpeg and you'll be able to open virtually any audio file(or even tracks from video files);follow tis link and the instructions(follow the 1 and 2 steps!!!):

He might need to cut/edit it and save it as WAV or something,not as an mp3... whatever needs to be for a phone ringtone...
Once ffmpeg for Audacity is installed, the impor/export posibilities are huge.

Lol, not necessarily:)
My phone accepts full mp3 tacks as a ringtone. I just browse to whatever music file, "right click it"(properties) and select "use as ring tone, alarm, whatever...)

I can do that with my phone, too, but just want an editing program so I can chose where the ringer starts, you know? LIke the chorus or a cool solo, thanks, mate. Cheers

I went to the link you sent, downloaded, unzipped, and then nothing happened. No install wizard. So. I open audacity to c if it worked and nothing. Grr. What to do, what to do.

Audacity is awesome.
If you have a movie that you want to extract a portion of the soundtrack, you just drag the video into Audacity. If the movie has multiple audio tracks, will let you choose which one you want to import.
There is no need to first demux the audio from the video.

Just download the exe and follow the setup instructions:

If you downloaded the ZIP file and extracted it, you need to go to set up(STEP 2 from instructions!!!) and tell Audacity where the extracted file is located. Instead of Import/Export, you need to go to "Libraries, a few lines lower(the picture on WiKi is for an older version of Audacity)

Here are the steps after you install the exe:

Read my pictures above, go to Edit->preferences->Libraries and locate the avformat-52.dll file in the FFMpeg directory.

now, music plays, that's good. I was in the older version of Audacity. I got the new one now. so now I can just convert and edit? or do I just need to edit and then "tadaa" it's a ringtone? what other steps are involved? I know, I know. I'm an "expletive" noob. I appreciate the tips and advice.

If you want to get really technical, you follow this guide:

All I do is cut the part that I want from the track and save it as an mp3(since the phone accepts mp3's as ring tones).
Onc you have the edited part, just click "Export" it as mp3 or whatever other format you want.
The easiest is to select the part you want to keep and then "Export Selection". You can change the output quality in "Options".

To save the file as an mp3, you can try "Save as custom FFmpeg", and then choose mp3, or easier, download Lame mp3 encoder:
