Yes you can add ELF to either your Memory card or too a USB drive
You can use the FMCB configurator to load them from Sony Browser, or just launch them from uLe if you wish.

I'm trying to add a USB Advance ELF and I already have FMCB and uLE on my memory card, but for some reason uLE can't find the ELF. Is it because my HDD is partitioned?

Where exactly did you place the USB Advance ELF. If your USB drive is partitioned, then place the USB Advance ELF on the first partition.
If that doesn't work, then try using just a pen drive to copy the ELF over

Thanks for the reply. I figured it out and added a couple new elfs to my memory card. On a similar note, is there a way to put these elfs into the main menu of FMCB so I don't have to browse to them every time I load?

Yes you can configure the ELF files to appear in the FMCB menu
Just start the FMCB Configurator
http://bootleg.sksapps.com/tutorials/fmcb/config.php
Scroll down to OSDSYS options
-OSD Settings menu:
Read through that section. YOu can have up to 100 items showing, not that anyone does but its possible
REMEMBER to go back to main section of configuration menu and Save CNF to MC0
Saves changes to mc0:/SYS-CONF/FREEMCB.CNF
