Probably the easiest and best one step converter would be ConvertXtoDVD, was good with 1 pass, should be excellent with 2 pass now. Has authoring and decent menu capability. Not free but DVD Flick (doubt very much if it matches ConvertXtoDVD) is; never used it but worth looking at from what I hear. Another worth looking at is Ulead DVD MovieFactory, basically an authoring program that uses the MainConcept encoder but won't encode mkv. I use MainConcept and swear by it for avi, ConvertXtoDVD for anything else (last version), but some kind of authoring program is necessary, same with CCE which is excellent and fast, TMPGenc was good but slow but I haven't used it in years. Quality with any mentioned is good but totally depends on the quality of the original and TV. Might want to look into a DIVX player and some newer TV will play mkv from a flash drive if that applies but forget loaning unless others have the same. Edit: I suppose Ulead could be described as one step for avi or vob.

No idea, if it does what you want, it's good. Seems to be more of an editor but not familiar with it.
