HI, THIS IS MY FIRST POST.
ANYWAY I ORDER THIS ANIME ON EBAY(NARUTO), 1 DVD HAS LIKE 13 EPISODES ON IT, EACH EPISODE'S ABOUT 23MINS.
HOW COULD IT POSSIBLE? THE SELLER BURNED THE EPISODES FROM KAZAA. IT'S NOT A COPYRIGHT.
THE MAX I COULD BURN IN ONE DVD IS 3 EPISODES. AND THE SELLER ONLY USED ABOUT 4.15GB.
DOES ANYONE KNOW HOW TO DO THAT?

1-dont shout, turn off caps
2-they used an encoder (shrink, recode, whatever) to compress each episode. Because its anime/cartoon the frame rate is alot lower than live action therfore can be compressed alot smaller

This guy may have encoded them as mpeg1(also dvd compliant),and then used an authoring program like dvd lab or TMPGEnc dvd author.I use this method on disc for traveling,watching on small screen portables, and it works great for me(the kids love it)over 5 hours of movies on one discs.
Not dvd quality but good enough for smaller tv's

I suspect jim_dandy has it right. The resolution and bitrate are just very low and it's possible it was made from VCDs, which have a DVD compliant video stream already. I don't do any MPEG-1 encoding yet, but I'd say you should use TMPGEnc's encoder because MPEG-1 encoding is free and it's good quality. Another good encoder is MainConcept, but I think it's $150. I use CCE Basic for MPEG-2 encoding, but I don't recommend it for MPEG-1.
