2.833, but don't look into that too much, there's far more to a processor than it's clock speed.

That mostly depends on the ISP. Lag in games is caused by high connection latency - primarily caused by downloading while playing games, or the ISP providing a poor service. If the latter is the case, the only real solution will be to change internet provider.

However, even with a good ISP you will get high connection latency if the servers are a long distance away.

Well, it depends what you mean by lag. The only way to tell for sure is to see if it goes away with a new PC...

The X48T-DQ6 does indeed support two graphics cards, but remember the HD4870X2 is already two graphics cards in one.

My mistake, I posted you the Q9650, that is already a 3Ghz chip.

Two 9800GTX+ cards are
a) still much slower than the HD4870X2 I posted
b) not compatible with that board. You can only use two ATI cards with an intel chipset. SLI is not supported.

As I said, the X48T-DQ6 can't take two graphics cards. Now we've gone even further down the scale, the 9600GSO is a cheap budget card. Two 9600GSOs are even worse. Why not just use the spec I posted you before? If you need to lower the price then say so, and I will adjust it properly.

Oh, by the way, just because a motherboard CAN use two graphics does NOT mean you have to use two. It's just an option.

The only thing that compares to the HD4870X2 is the GTX295, or two GTX260s in SLI. Both suffer the drawback I mentioned, at the highest detail settings their performance drops hugely. To beat the HD4870X2 you would either need to use three or four ATI GPUs (adding either an extra HD4870, or adding another HD4870X2) or use two GTX280s (or GTX285s) in SLI.
The former is certainly doable if you have the money, but completely unnecessary unless you use a 30" monitor, because one HD4870X2 will be plenty otherwise. The latter costs far more, requires a dodgy nvidia board to run SLI, and doesn't really get you much more performance.

That's an AMD motherboard with an Intel CPU. That won't work. Use an GA-EP45-UD3R for the motherboard instead.
Get an XFX Radeon HD4870 1GB XXX Edition, Corsair RAM instead of Kingston.
Also I'd recommend a Corsair HX 520W PSU. 650W isn't really necessary, but a good quality unit is.

Intel CPUs are the better choice at the moment, I'd go with something like a Core 2 Quad Q9400 over a Phenom 2.

It's much cheaper, but it's also much worse. The other components should be compatible unless it's a DDR3 board, but if it was me, I'd send the board back and get the one I actually recommended. nForce 7 boards are not to be trusted.
