for those of you who want to know what is the best or just to see the difference, I posted 3 files: one svcd video created by cce, 1 svcd video created by tmpgenc, and 1 vcd video created by tmpgenc. They are 6 minute clips of ice age. All were done with the 'best' settings. The ones created by tmpgenc are mpegs and the cce one is a .bin file. here are the locations:
