I have the same problem.
Things I do to help it work.
1. Blowing(not spiting) the usb port on psp and usb cord
2. Shaking the psp with a firm grip to ensure me not dropping it
3. Throwing it across the room! J/K Don't do that!
Keep screwing with it and it might work.

The driver for USB 2 is in service pack 1 for windows XP, you will struggle to get it without using the service pack 1 upgrade.
http://support.microsoft.com/default.aspx?scid=kb;en-us;329632
Also you will struggle to run windows XP with 256 meg of ram, if you have windows 98 then you can not get usb 2 either upgrade to xp or try a powered usb hub

actually your wrong, i have usb 2.0 drivers on my 98 laptop.
and if you know where in your motherboard, there's a green little thing.
called a jumper, it connects to metal poles(small thing) and if you pull that out, turn on your computer, it wont start.
put the little jumper back where it was, and turn on your computer,
youhave now just reset the BIOS, try connect your psp now.
but you gotta know where it is, is usualy in the middle, and i's light green.

not really, it's 00:43 and i have to take of the door from the cabinet totake the picture.
alternative, you see a small battery stuck on your motherboard, take
that out(turn the computer off, or you kill it) for about ten minutes, put it in, and fire up your computer, it should work with the
usb and stuff.
