yes there is a manual.. in english .. why because if you see the game parts of it are in english correct, well your in luck because the entire manual is in english.. and there are parts in japanese. Its not translated it seems the japanese manual is in english just because it is
I found it here its a bit scrambled, pages 1-17 are on the thrid page, 18-35 on the first, and the rest on the second hope it helps! :)

For me its the best game on psp, highly addictive, I beat the game but, im still on the Bunta challenges

ohh men Bunta. i was dissapointed that they didnt show what he can do in the anime. The way they spoke of him/his skills and the sceen where he destroyed his son was crazy. i really wanted to see him race. why did they have to discontinue it WHY!!!!!!!!!!!

I've been playing this game for 94 hours.. if anyone wants a 100% game save with 99 tuning cards (Step up cards) let me know.
Arcade is much better for time attack though.

YES im the same way, i would have loved to see stage five and see him race, the only time i saw him go fast is when he passed takumi in akina, IF he can go faster than takumi then you know hes hell fast... as for the save file... well i have the CW cheat plugin and well i have 99 of every card, haha but those bunta challenges man they're hard no matter how well you race...

Lol the Bunta challenge is a joke. Try beating him at the arcade, its 100X harder then Street Stage..

already got my hands on it. i will start playing it asap after work. as for the saved files i would love to get them. how do i go about getting them from you? men they should have made a stage 5. tak wouldda probably ditched the 86 and moved on up to the suburu. but that would happen only if he beat his pops.

There probably going to make a Stage 5 soon, (begin working on it at least, i haven't really been paying attention to Initial D the past couple months besides the game.)
You can get a save file from here. http://www.gamefaqs.com
But i find it ruins the fun of the game to start off with 100% game save.

Yes The bunta challege on the Arcade is IMPOSSIBLE, and also yeah a 100% game save will spoil it i recomend CWCheats that way you have 99 cards of tune up, and 99 cards of body kit.

I've completed Bunta challenge at arcade all the way up to 15 star on Akina. Im going to make a new RX-8 and challenge Bunta on Akagi next at the arcade. He isn't impossible if you know how to do eraser, wheel jerk, TST etc.

so theres stage 5 in the works huh. i will have to google it and see whats going on. now that i think about it i will prob do that cwcheats thing and get the items without a complete game.

So, do you guys know how to do any advanced techniques? You could beat Bunta easily if you know how. I could sort of explain some if you don't know of any.

would you mind explaning? i don't know any "advanced" technics, i just brake and turn
much like its shown here but thats all i can do, i've tried but in the psp game i cant do advanced tehqnics, i can in the arcade tho
also if your looking for the CWCheats thing, if you have trouble ask me, those guys make it seem confusing, but its pretty simple.
