DVD2SVCD won't give standard VCD resolution

I've set DVD2SVCD to convert an xvid avi file that's in 640x352 into standard vcd format. In the frameserver tab of dvd2svcd i had it set to resize to 352x240, standard vcd resolution. I had it encoded as "16:9(borders added, encoded as 4:3)" to keep the widescreen effect of the original avi. but the final product comes out at 522x240. can anyone help me?
