PAL to NTSC using Shrink & Decrypter

I have been trying to convert some PAL dvds to NTSC using shrink to create an iso file on my hard drive and then burning with decrypter. The burned disks will not play in any drives other than a pioneer burner which plays it in black and white with a flicker. Any suggestions?

My first suggestion would be to get a DVD player that converts PAL to NTSC on the fly. What you're doing now isn't converting anything, and the process for doing the conversion isn't nearly that simple or easy. Depending on your player it may simply be a question of changing some headers in every single video stream on the DVD to match NTSC framerate and resolution. OTOH it's more likely you'll have to re-encode at least the video - including menus - and reconstruct the DVD. If you just want the movie this isn't necessarily horribly complicated, but does require some knowledge of DVD standards and encoding.

Is the conversion player software or a piece of equipment? It has been explained to me that creating the iso file and then setting the region settings in decrypter to region free that this would code the dvd for playback on NTSC. I have ran a number of dvds through this scenario and had a couple of them play fine but the last 3 have not played is there a reason why some have worked?

I can't tell you why some have worked but others haven't, but I can tell you that the region code doesn't determine the video format. The video will certainly be formatted based on the region it's being released in, but the only thing the region code does is give the DVD something to compare against your player to determine if it will play.

I can also tell you that when you try to play a PAL DVD on an NTSC player the normal result is either no picture, or for a player that plays both PAL and NTSC (but doesn't convert) a black and white picture that appears to roll. This is because PAL has a different color format than NTSC, and NTSC TVs can't interpret it so you get black and white instead. The rolling picture is actually an illusion. Since PAL has more lines per frame than NTSC the bottom lines of each frame get displayed at the top of the next frame, making each frame display fewer lines when it's supposed to, and more at the top of the next frame.

The converting player is a standalone DVD player that converts on the fly. I know Cyberhome makes players like this and I have a Memorex (don't know who the actual manufacturer is) that does.
