It is an ISO file right?
Install DVD Decrypter
Open DVD Decrypter
Press W on your Keyboard
Choose the ISO
burn it at 1x to a DVD-R or CD according to the game
Make sure you use good media!
And that your PS2 is modded!

Games are typically released in .ISO format. A .ISO image is an exact digital replica of a CD/DVD, whereby all of the data is stored in one file to completely preserve the data structure and integrity of the CD/DVD. The disk image contains a complete bit-for-bit record of the contents of a disk, including any applicable file system structures. Some common disk image formats include: .ISO, .BIN/.CUE, .IMG, .NRG, .MDF/.MDS, .CCD, and .IMG. These disk images can be burned using software such as Nero, Alcohol 120%, DVD Decrypter, and ImgBurn. See the sticky threads at the top of the PS2 DVD Backup forum if you need help in using these programs.
In other words, games are typically released as an .ISO file (also called disk images) which is essentially all the physical data of the game disc contained within a single file. All you need to do is burn this image to a disc. So when Omrisama says 'Choose the ISO', all he is saying is browse to the location of the ISO file on your hard drive and select it for burning.
The latest version of DVD Decrypter is v3.5.4.0 (though it is no longer actively developed). The developed has gone on to make a similar piece of software called ImgBurn. Both are available for download for free. Performing a simple Google search will yield places to download it from.
Burning PS2 DVD Images w/ Nero Burning ROM (http://www.nero.com)
1) Insert quality DVD media into your drive
2) Open Nero Burning ROM
3) Close the New Compilation window
4) Go to Recorder->Burn Image
5) Browse to your image file
6) Make sure Simulation and Determine max speed boxes are unchecked
7) Check Write and Finalize Disc boxes
8) Set Write Speed to 4x or lower
9) Click Burn
Burning PS2 DVD Images w/ DVD Decrypter (http://www.dvddecrypter.org.uk)
1. Insert quality blank DVD into drive
2. Open DVD Decrypter
3. Mode->ISO->Write
4. Browse to image file
5. Set Write Speed to 4x OR half the speed of the disc (16x -> 8x)
6. Click on Hard Drive->DVD picture to begin burning

If i download a game that is a iso would it have everything including such as, the picture and the beginng loading of the game,
and what steps would i have to go threw burning this game, if i was using DVD Decrypter??
because im a little confused about the picture and where to get it from.

another thing,
how many steps do i have to go threw if i have a iso file to burn, do i need to burn a pic also or is everything included in the iso file.
I heard sometimes iso files are compressed automatically and all you have to do is burn it straight to a dvd.

I have tried both nero and dvd decrypter and when i put the dvd-r into my PS2 it wont work, it says please insert PS2 CD.

if your ps2 is still stock, it's unmodded. you need a mod of some form to play backups, either swap discs or a mod chip.
this has all been explained (no exaggeration) hundreds of times. you really to search and read instead of helping to clog the forums. i do believe there's even threads stickied on ths here in the ps2 forums.

smirker: i suggest you read what i've already reminded people in this very thread--your ps2 requires some kind of mod to play copied games.
