You can but you will run into the issue of ntsc games on a pal display

you should be fine so as most tvs from like 5 years ago started to let you use usa nd jpn tv signals

Also keep in mind that the billing information must be linked to that region so buy a prepaid credit card do a little research into addresses and you should be good to go. The Japan store has a lot more ps1 games than in other regions.
