Okay, here goes. Hoping someone can help me, recently I Upgraded my PS3 HDD and took the old 40gig 2.5 SATA drive and purchased a case for it to use as an external drive. Now apparently after doing some reading I know it's formatted in FAT32 which windows should be able to read, but for some reason I just can't get it to show up anywhere. Not in disk management or anything like that. The light is on the external but no movement from windows. My question is how do I get it to show up to format the stupid thing?
(I put it in here because I'm sure other people have had to do the same thing)

You need to partition the drive and assign it a drive letter for it to show up in windows.

The internal hard drive isn't FAT32, Sony uses a file system of their own for the PS3. The reason many people think that the internal HDD is FAT32 is because the PS3 will only pick up FAT32 formatted external HDD's.

Presently the drive is running under Sony's file system, you will need to format it to be FAT32 for windows and the PS3 to be able to pick it up.

Cheers for that, the million dollar question is how do I format the thing if I can't get it to show up on my computer?

Some external enclosures are hit or miss as to whether they work or not. I've had some old drives that wouldn't show up in windows or would randomly freeze up or disconnect. Did the enclosure come with a driver disc? If not, check the manufacturers website to see if they have any. If it did, still best to check for updated drivers.
