It had to do with life with PlayStation, it was meant to be released in japan only but it was accidentally released randomly across North America as well. Some people are getting the life with PlayStation update when they open folding some aren't.

It was Japanese consoles only as apparently their network will be providing video services of somethign of the like and it was to prepare the ps3 for that. noone else requires to install it as it wont have any beneficial affect.
