I have a dvd ISO that i want to cut down from 4,517 GB to under 4,36. But dvd shrink doesnt recognize the ISO. Whats wrong?

What did you use to create the ISO? I'm able to open ISOs with Shrink.

DVD Shrink 3.1.7.6

Press Ctrl+I or click File > Open Disk Image

Find and select your .iso or .nrg or .img file.

Are you saying it will not open that file?

Yes, the iso doesnt show up in the dir where it is located.

Shrink can definitely open "real" .iso files. Sounds like maybe the file didn't quite make it from .img to .iso when you did the transfer in UltraISO. Try re-ripping the original DVD (not your .iso file) in Shrink in .iso mode, then burning it. Or did you try this already?
