If i had a faster CD rom drive would it rip the and encode the DVD Faster...

(1) I assume you mean a faster DVD-ROM drive, not a faster CD-ROM drive. Don't think a CD-ROM drive will improve your DVD ripping times much. :-) (2) Just from personal experience, when I bought a DVD-ROM drive to use for ripping/encoding to save my DVD burner just for burning, my ripping times did improve. The ROM drive rips faster. Don't know why, I guess its max speed is better than my burner's. I think others on these forums have had a similar experience.
BTW when you ask questions like this it's helpful to have more info than you gave -- e.g. what your system specs are, what software you're using, how long it's taking you now, etc., etc.

Actually a cd-rom won't help you at all. You can buy a LiteOn DVD-ROM for around $30.

Um, when I wrote that I "don't think a CD-ROM drive will improve your ripping times MUCH," I was being facetious. :-) Sometimes my students don't get my sense of humor either ...

sorry everyone yes i meant DVD/CD Rom sorry my computer is from 2000 and the DVD Rom is slow so basically if i upgrade to a faster one my ripping and encoding would be faster correct. Any suggestions on what speed i should get and what brand. As for my burner it is a Memorex 2.4 Speed but oh well it does the job for right now

Flip218 gave a suggestion about a LiteOn DVD-ROM drive for $30. That sounds like a good option. I just bought a Sony DVD-ROM drive for $57 -- more expensive but it's in an external enclosure so all I had to do to install it was plug it into a USB socket. Since I don't want to mess around with the inside of my computer, the extra money was worth it to me. If you are more computer-savvy than I am (good bet!), the internal drives would be just as good for less money.
FYI, the fastest my Sony burner ever ripped was maybe 10,000kb/s, and that was rare. The DVD-ROM drive has ripped at up to 13,000kb/s and that's fairly frequent on DVD-5's (on DVD-9's, which most commercial DVDs are, it's much slower, around 2,000-4,000kb/s).
